Dynamis lotting requirements?

I'm posting regarding a clarification of the lotting requirements in Dynamis X. It was my understanding that at full point value, at a minimum, you have to be able to wear the piece that you're lotting. Last night the Wyrm Armet was won by a player apparently with DRG at only level 63. I don't understand why I'm spending the effort to aquire the points to lot in Dynamis when it seems that the rules are either not clear or are being disregarded.

When I confronted him, he told me this:

Lotting:

• Search Comment with 2 Jobs OR 100's/Synthesis Materials.
• Must be able to equip AF2 to lot at full value.
• Point costs start at:
  • Shadow Ring/Mantle: 20 points
  • Xarcabard AF2: 16 points
  • Hydra Gear: 16 points
  • JS Capes/Belts: 12 points
  • Glacier AF2: 8 points
  • AF2-1: 8 points *Members with NQ AF2 have lotting priority ONLY at 8 points*
  • City AF2: 4 points
  • 100 Currency: 4 points
• Win only 1 AF2 or 100 per run.
• Point cost reduced if nobody lots.
  • 20 > 16 > 12 > 8 > 4 > 2 > 2 lvl.60+ > 0 lvl.60+ > 0 lvl.1+ > Free Lot
  • Search Comment required to lot at 2 lvl. 60+.
  • Search Comment not required to lot at 0 lvl. 60+.
  • Free Lot AF2 does not count as AF2 lot for the run.

Yes, rules clearly require AF2 be wearable hence the existence of the 60+ tier to begin with.

The sacks and I have discussed the proper response and will be reducing Maloy's points to -20 (-20, not a 20 point reduction). This was chosen instead of kicking off never having any sort of issue before with Maloy over his long attendance and an apparently genuine, if incredulous, belief it was allowed. Until points are in positives he will not be able to lot even free lot items.

In addition the level of any commented job must be placed in one's seacom so that anyone may check it when items are lotted for easy verification of level.
