Do I need a flying mount to reach Tona Vanu (fisherman) for the Carpe Diem quest? He's on a floating island in the Sea of Clouds. Not sure if there's

and am not sure how to get. I'm currently in the HW post-story right before the next expansion. I don't have flying for most areas and this is one of them. Any tips?
