I have a RTX 3060, and both the CPU and GPU usage stays below 30%. At maximum settings I get a stable 60-70 fps with frequent FPS drops down to the 15-20 range. By frequent, I mean multiple drops within a minute. Even at the minimum graphical settings, the issue still persists. It can't be a rendering issue as I've turned on low-quality LoD models and the issue still persists even while simply standing still and not moving at all for 10 minutes
