AF2-1 Drop Rules?

Ok, please point the section out that specifically says u need to have the af2 before u can lot af2-1?

Somewhat my mistake, I apparently had not put that into the actual rules thread, however, it is something that has always been policy at all cop runs that someone with the regular af2 has priority over someone without it, i.e.

AF2 costs 8 points, the actual order is...

8 points with AF2
8 points w/o AF2
4 points with AF2
4 points w/o AF2
2 points with AF2
2 points w/o AF2

I edited the rules, but it has been done at all runs both before & after points were implemented.
