Posting this in the tank section as the examples would overwhelmingly be tank ones.

In the olden days, the cross class armory allowed you to equip skills gained by leveling another class. This lead to the perceived and real need that you had to level everything relevant to your primary class as you otherwise had an incomplete action list.

Looking at the role action system, the primary disadvantage is the loss of individuality for perceived needed skills, such as a Single Target stun, interrupt, etc.

What if we redesigned this to function as both a standalone system (ensuring you have the baseline tools) and then a class talent add on (providing you, at minimum, visual choice in this department, but ideally enough little differences to make your character feel like your own).

To provide a very simple example.

The root action (The action all jobs in the role have access to) would be Rampart. Upon reaching a certain level with a tank, you would then gain access to the Upgraded version specific to that tank. Selecting an upgraded version replaces Rampart on your bars, and any upgrade, once unlocked, is usable by any tank of appropriate level.

Rampart: 20s duration / 90s cooldown, -20% damage taken.

Paladin
Phalanx
20s duration / 90s cooldown
-15% damage taken to you and targeted ally. Increases to 25% when within 8y of each other.

Dark Knight
Shadowskin
10s duration / 90s cooldown
Grant yourself a 30% maximum hp Shield. If the shield breaks, the cooldown is reduced by 30s.

Warrior
Foresight
20s duration / 90s cooldown
Each time you take damage, increase your maximum hp by 5%, up to a total of 50%, and heal yourself for 3% of your maximum HP.

Gunbreaker
Barrier burst
15s duration / 60s cooldown
Each action performed while Barrier Burst is active provides a stacking 100p shield. Each enemy hit while Barrier burst is active provides a stacking 25p shield.

Please note these are just examples, and are not meant to be considered balanced against one another in every situation.

The intent would also be that the game is balanced around tanks having Rampart, meaning even if you only chose to level one tank, the tool in question you are expected to have is Rampart.
