Win10 Upgrade - A Fatal Directx Error Has Occurred. (10000000) - Help Requested

I have been putting off an upgrade from Win7 Pro since back when Windows 8 was announced and reported to have numerous issues, and have been hesitating to make the jump to Win10 despite a majority of people claiming that most issues have been resolved. Call it paranoia, it's a fitting descriptor in my case.

Though of course, with Microsoft withdrawing support for 7, and Squenix doing the same I thought now was finally the time to make the leap. So, I upgraded my operating system to 10, and it seemed to go off without a hitch. But lo and behold, the one thing that prompted me to upgrade in the first place, is now the only thing broken.

No other games in my steam library kick back these same errors, but FFXIV both before and after a full reinstallation REFUSES to boot in Dx11 mode. I can load up and play just fine in 9, but I immediately get the crash in the title of this post upon attempting to launch in Dx11.

I have tried REPEATEDLY to search Microsoft's support forums for the proper files, but all I am able to find are older 9.0 and previous runtime versions, which do nothing to fix my problem upon installation. DX11 and 12 are only available on Win10 through the windows updater tool, which utterly refuses to even consider that anything is missing or broken no matter how many times I tell that stupid tool to scan for updates.

Edit: And yes I'm using the newest nVidia drivers, though I only ran the update AFTER this issue arose hoping to fix the problem. The driver version I was using on win7 worked perfectly fine with Dx11 FFXIV.
