Weird UI Things Happening

So my previous machine crapped out so my tech offered me a dual CPU machine he had for 50 bucks more than the cost of the repairs, so I went that way (mine was a single CPU). Same boot vol, different machine. Had a 1920 x 1200 monitor but for a variety of reasons, I went with an uber cheap one as I intend to get a 4k one some time in 25... 1920 x 1080. Needless to say, desktop items got kinda scrambled. Was worried about the game, but on booting it all looked right... it's like it adjusted itself. Thought I'd go tell it I was using a 10890 monitor... found the setting. Now I typically use windowed full screen. BUT the "custom" entry was grayed out, I could not edit it to 1080. I remembered I did have to fuss with it to get it to take the 1200. So I found out that if I choose full screen, the custom entry I can edit, did it switched back to full screen windowed, all looked good. Hit apply and boom, the grayed out custom returned to 1200. How can I fix this?

While fussing with this stuff I see a group of carefully positioned tool bars got a bit jumbled... displacing horizontally and one vertically. I had I think 4 or 5 of them. Go into HUD editing, using shift to get on exact fit, saved, went back to regular view. Now I have 2 vertical 2 X 6 hot bars butted against each other. EXCEPT there is a big gap because one appears to have the buttons moved over to the right, creating this gap. no matter what I could try and do I can not get these lined up like they used to be (I spent a bunch of time on this). Any ideas on what I can try? Oh, one of the horizontal ones is butted in HUD edit, but just about hits the bar below it, so displacement in both directions. Who knows, maybe it can get sorted if it knows my real resolution. Help!
