Weird Fps Behavior After Running Dungeons, Game Is Open For Awhile, Etc

I have noticed that after running content and I port back into a crowded Eulmore, Ul'Dah, or Limsa (Eulmore I get around 90-100 fps, Ul'Dah 90-100, and Limsa 150-160), my FPS in these places will be at least 15-25 percent lower. My PC is not thermal throttling, nor is my GPU overheating, etc. (RTX 3080 maxes out at 65C and CPU a bit above that).

Whenever I restart, my FPS will magically be fixed, pretty much ruling out any overheating because the temps are the same, and, it never gets hot enough to throttle fps anyways. I am running the game in exclusive fullscreen, not windowed. I don't have ANY mods installed and I'm not using gshade, and I'm not using any sort of monitoring software outside of MSI afterburner or have anything running in the background which would interfere with the game (I have discord overlay turned off, not using the steam version). This is also on a fresh install on an nvme drive. What could be the cause of this, just spaghetti coding?

Included fps benchmarks of me standing in a crowded, peak hour Eulmore. Top two are after restarting, notice the high 90s avg fps vs mid 70s fps. Realistically this does not matter as I get above 300 fps in most content anyways bar alliance raids, and a simple restart fixes it for awhile, but I'm still confused as to why the game behaves like this, and have already tried searching about this but yielded no results.
