On release of Shadowbringers and Endwalker, was levelling Trusts as slow as it is now? (Or is this the swimsuit tax?

Slower pace of doing content with Trust avatars nonwithstanding, it was nice getting them a level every other run and made the grind much more interesting and rewarding. Especially with now eight Avatars to level, it really helps with that tactile sense of progress, y'know?
Looking at the Trust wiki page, it's interesting to see that until the Endwalker lv89 Dungeon there's a significant (roughly 2.5x) boost to experience gained by trusts if they're under the level cap.
Skip ahead to the Dawntrail lv91 dungeon and the XP rate reflects this progression... if you count the over-levelled experience rates from the last lv90 dungeon! I didn't start levelling my trusts till patches 6.4/6.5, was it the same lack of bonus xp for under-levelled way before then too?
tl;dr
Should trusts in Dawntrail be getting experience at the Overlevelled rate even if they're below the dungeon's level cap?
