Today I went and did the side quests in the Firmament as my server finally finished all of the current steps. In one of the quests you help the leader of the chocobo hunters get a new coat. If you go and visit said npc in Tailfeather you'll neither see him in said new coat nor have any updated things to say.
I know that they go and update a few npcs every now and again so they can go and do this. I also know that this isn't the only time where they don't give an npc an update when many feel they should.
