Unable To Download Patch Files. [30413][25008][10009]

I've had this same problem since the update went live. I've tried multiple fixes such as;

IE Explorer settings
Changing Firewall settings
DNS settings
Port forwarding
System driver updates
Running as administrator

Nothing has fixed the issue.
