Issue:
It is currently not possible to use the Fisher ability "Cast" to cast a line into the fishing hole "The Clutch" in Central Thanalan. I have tried all angles running along the entire coast line. I have tried logging out and back in. I have tried zoning out and back in. I have tried logging out and waiting 7 or more hours and trying again.
Online forums suggest that the developers are currently adjusting boundaries for A Realm Reborn (ARR) zones to allow flying in a future patch. If this is true, then I believe these new boundaries have made it impossible to fish in certain fishing holes along the boundary of a few ARR zones.
