NPC: Stickqix, The Dravanian Hinterlands (13, 15)
After accepting this quest, proceed through most of its steps (mining the required ore, watching the cutscene afterward), and speak with Stickqix in the Dravanian Hinterlands. In his dialogue, he says:

You may not be aware of this, but I used to be one of the Illuminati. They tasked me developing a vehicle that would allow them to safely conduct pilgrimages across the land.
I am uncertain that this is actually incorrect, so I may be off base here. I think that this is supposed to be 'tasked me with developing (...)'.
