There will be spoilers regarding all patches since Fandaniel was introduced in the 5.x patch series. This is your warning and a bit about the Sorrow of Werlyt.
. . . . . . . .
Okay! So we all know these towers appeared out if nowhere at the end of the last patch. Furthermore, based on the cliffhanger at the end of 5.4, somehow these towers cause Tempering (blue eye effect) but are specifically tempering to have loyalty to Garlemald.
So what are they?
Well, I think the towers themselves are primals.
The Ala Mhigan scouting party was tempered upon approaching the tower. We know nothing of other city-states sending anything close, so we don't know if this is a constant thing or just a freak accident. That information can destroy my theory. So can this:
"Random person, how? Garlemald would need a lot of crystals! How would they get their hands on these crystals?"
Bringing you back to not-Asahi's introduction, he, an Ascian, was....strangely all into money. He actually made a point of telling Zenos he took over Asahi's body specifically to get the Brutus fortune. Like, he literally says that. It's in black and tan with voiceover. He throws it around Zenos, making such a jester's show of it.
"Oh so he bought it."
Yep! But now I put forth the idea of where he got it. And that answer is simple.
The Bloody Executioners.
Captain Sicard began stealing and selling crystals from the beats tribes in ridiculous amounts, leasing the BEs to have a hug windfall of money. They were gaining wealth and staying very well off with this venture. But do people really need that many crystals to make Sicard and the pirates rich? Like really?
Yes. If you are planning to create a lot of primals. But this leads to another query: why did Sicard not catch that it's going to Garlemald? Because, frankly?
Sicard only was thinking about Limsa Lominsa getting on him. And even then, he had not broken code. So he sold it to whoever for whatever price and raked in the cash.
Why would this part of the Limsan story be so long and prominent, with the other 3 Pirate Powers (Sirens and Krakens) both say they didn't know where it was coming from? Why make it such a point they were making money hand over fist? Why make it CRYSTALS? To segway into the Kobold stuff? No, they could have found deed to land, or literally anything else they could. Instead they focused on it being crystals. Stolen by Sicard. And it was making him a fortune.
The Brutus fortune.
Fandaniel made these primal towers, and used the greedy and misguided Sicard as at least one avenue to get crystals for their construction and summoning. This is why the scout team in Ala Mhigo was tempered upon returning to Lyse in the cliffhanger ending, why they look both Garlean but glowing evil...and why they appeared so suddenly, without anyone seeing them. Not even Garlemald, especially in a civil war, can do this. But you only need a small few with a huge backing of crystals to summon - Tsukuyomi, for example, only really needed Yotsuyu after all. Asahi used summoning and crystals to try and screw over Doma - the Empire isn't above supplying or even resorting to Summoning to get their way. I wouldn't be surprised if they did this to power the Weapon projects up in the Sorrow of Werlyt storyline.
So that's how I come to this (TLDR the towers are primals, and Fandaniel literally payed to win and Sicard was the fool.
Addendum: autocorrect made on into in and my fingers are so cold I didn't recheck when I should have AAAAAAA
