Zone into Bozja
Check party list, leave if less than half the instance is <r10
Check Bozja instance status, leave if Castrum in-progress
Check area in front of the aetheryte, leave if people are in cutscenes from just finishing Castrum
Check shout chat, leave if Castrum just finished and/or failed, possibly including an ongoing flame war over the last failed instance
Repeat Steps 1-5 around 30 times until you get a viable Castrum instance
Get into Castrum with barely enough people, wipe once to first boss because people can't split parties, half the group leaves immediately after
Repeat Step 6 indefinitely
