
These are our current projections for high tier meld sets for use now and in the future based on what is currently useful and predictions on what future requirements will be. These are not for everyone and a mid tier/recommended will come later.

Lets start with, why there is no such thing as crafter "BiS"
The concept of BiS (Best in Slot) for combat classes exist because their stats are INDEPENDENT of the enemy they are fighting. That is, no matter which enemy they fight there is always a "priority system" for which stats that will contribute to the most damage given specific stat tiers. For crafters there is no such thing as "BiS" because the stats are DEPENDENT on the item we are crafting. For example, for lower rlvl recipes you don't need that much CP so any excess CP is wasted and can be replaced with more CMS/control to make rotations faster and shorter. For higher rlvl recipes you might need that CP but on the other hand will make you craft lower rlvl recipes slower. If you only care about progression crafting (i.e. the newest recipes) then technically you can call certain sets "BiS" during a specific sub-patch but as the patch progresses and new recipes gets added these "BiS" sets will change.
Below is The Balance's current tentative meld sets. Stat ordering will be Craftsmanship (CMS) / Control (CTRL) / Crafting Points (CP)
The Balance High Tier Meld Set: (2659/2837/557)
This is the current High tier crafting set, capped on CP and CTRL primarily. This allows for a foodless rotation of the current gear and is predicted to be effective in the Ishgardian Restoration but things can change.
Rotations Using The High Tier Meld Set
Why (2659/2837/557)?
- 2853 CTRL/570 CP (specialist) is a breakpoint for running a foodless (with +10 CTRL FC buff) 5.3 70 dur 24 step rotation. No other set melds are able to do so unless adding syrup (except for specialist versions of 2659+[7, 36]/2837-[3, 4]/557-[0, 2]). Very technically speaking (2695/2833/555) is the most optimal set meld for this specific rotation.

2) 2854 CTRL (specialist) is a breakpoint for running a food- but syrup-less (with +10 CTRL FC buff) 5.3 70 dur 17 step rotation. No other set melds are able to do so unless adding syrup (except for specialist versions of 2659+[7, 35]/2837-[3]/557-[0, 2] or a very risky low CP non-spec set: (2680/2888/522). Note that above meld set (2695/2833/555) is missing 1 CTRL.

3) Ishgard season 2 rankings will arrive in 3-4 weeks and it is recommended to cap CP (557 base or 572 Specialist) as it gives you additional flexibility with expert crafts (Final Appraisals are good examples where 1 or 2 CP can matter vs 556 or 555 CP sets). In addition the 5th 1 CP melds on the head/body/hands are cheap and can easily be re-melded to 14 CMS if that will be required for later (5.31 expert crafts or 5.4 optimal rotations). The opposite does not hold true as CMS VII is quite expensive and any excess CMS does not provide any usefulness (improve or shorten any rotations) at this time of point (2659+[14, 42]).
Non-Fully Melded Version of High Tier Meld Set (2659/2829/554)
If you don't want to fully penta-meld left side as of now for various reasons (example low on Gil or future-proofing) then I would suggest to leave the 5th meld slot un-melded on head/body/hands/legs/feet. This means that you will end up at (2659/2829/554) instead of (2659/2837/557). This will give you the flexibility to finish the set at (2717/2829/554). Maximizing CMS in case future CMS requirement (or breakpoints) will be that high. Also having the flexibility to end up at (2701/2837/554) maximizing CTRL/CMS, or (2659/2837/557) maximizing CP/CTRL - current high tier set.
The only thing you will be missing out in the meantime are two specific benchmark rotations requiring Specialist: 2854 CTRL and 570 CP) but it's only for people who wish to minmax. All the remaining rotations, listed above, still work with the non-fully melded version (2659/2829/554).
These are the most common stat trade-offs that comes into play when optimizing meld sets (order from most used to least):
CP swaps:
Head/body/hands 1 CP vs 14 CMS
Non-rings 5 CP vs 9 CTRL
Tools 6 CP vs 9 CTRL
Non-rings 3 CP for 5 CTRL
CTRL swaps:
Rings 3 CTRL vs 7 CMS
Legs/feet 4 CTRL vs 8 CMS
Head/body/hands 4 CTRL vs 7 CMS
Waist 8 CTRL vs 14 CMS
The Balance Niche Purpose Meld Sets (Secondary Sets)
Below are some niche purpose meld sets that is superior to the high tier meld set for specific purposes. Green dots in the ariyala links indicates gear that needs to be replaced from the high tier set. Set melds have been optimized in order to minimize amount of gear replacements for each specific set. Further replacements can be done in order to reduce specialist condition. These sets are only relevant for the very few who wishes to minmax to the fullest.

Below is The Balance's current tentative meld sets. Stat ordering will be Gathering (GATH) / Perception (PERC) / Gathering Points (GP)
The Balance Max Yield Meld Set (2641/2798/823)
Using Coffee Biscuit Will increase your perception to 2875 which is higher than the projected breakpoint for PC + 2 in Patch 5.4 (2860). Otherwise more Perception is always better as you cant really hit any other breakpoints with Gathering.
For Diadem in Patch 5.31
It is the exact same meld set however you can get a second offhand and Meld it entirely with Gathering instead of Perception and using Peppered Popotoes you will get (2755/2722/873) which should get you all 3 node bonusses *predicted\* (2740/2642/858). It's easier to make 2 tools if you want both bonusses. You do not need the tool if you don't want to go for both bonusses.
