So part out of whim and part of absolute boredom looking for a reason to stay subbed until 5.2 happens, I started the leveling process in Anemos -- the first part of Eureka. I'm bored at work so I thought it might be worth sharing my experiences on the sub.
You are (not?) alone
I play on the Crystal DC and, while I can't speak for the entirety of Eureka in 2020, Anemos was pretty busy during prime time EST (5-8PM) when I played. There are still hunt trains operating and usually somebody is running a tracker with the times for when NMs pop. I never had to solo a fate boss.
Generally, I had mixed luck with parties in my own level range. Focusing on the Challenge Logs netting me tons of xp but getting them done took some effort. Sometimes I could find people to help me out and other times not. Doesn't help that you can't use PF in Eureka (like seriously.....). Getting the CL done was a pretty huge deal and helped get me to to 20 pretty quickly. Between two weeks of CLs and running NMs within reason, I probably spent maybe 10 hours of RL time to get there. I imagine it'd be faster on some DC with higher pop that time would be a lot lower. If you can do it in pairs or groups, even faster.
The downside is I felt like a third wheel on a bicycle most of the time. Especially for NMs and mobs that were probably out of my league. I was playing a DRK and for most cases I was very much felt like Ralph Wiggum. "I'm helping!" Doesn't help that mobs around the NMs are usually higher than the NM.
Other thoughts
It'd be nice if level differences weren't such a big issue. Wanna party with a dude who's a level higher than you? Too bad. You have to kill stuff at their level or they won't get CL credit. And if the variance between party member levels is too high, nobody gets xp. That made hanging out in NM train parties suck since I'd be 8-15 and there'd be a couple 20s.
Not sure how Pagos, Pyros, and Hydatos will shake out, but Anemos seems populated at least and doable. Worth it if you want a sweet glowy weapon (GG GNB/DNC) and some extra stuff along the way. If you're bored in a content lull like the one we're currently in (as of 1/22/20), Anemos is definitely doable.
Edit: if you are gonna open lockboxes -- and NM farming will give you a load of them -- it would be prudent to clear at least a full inventory page. Maybe more. Expect a ton of junk and a few gems. And if you're a crafter, save the level 5 and 6 materia. You can transmute that junk into better materia later.
