I'll cop to my own error in what happened, but I think the way the menus for gear exchange and certificate trading are arranged are...pretty obtuse and can lead to annoying mistakes?
I had a crafting failure making the 450 dancer weapon, so i ended up buying a HQ version to trade for certificates as well, since the NQ trades for 15 and the HQ trades for 45 (augmented needs 45). I must've been in the menu for trading the NQ weapons, rather than the HQ version, or i chose the wrong item, but i was able to (and did) trade the HQ weapon for only 15 certificates.
A GM ticket wasn't of much use, since it was user error on my part, but I think that if there's gonna be six menus of item exchange, two of which are nearly identical (weapons/gear/accessories, and HQ/NQ), being able to accidentally trade at the wrong rates shouldn't be possible. Restricting each exchange menu to the right quality of good would be really helpful in avoiding this for other people.
Alternatively, maybe only let NQ items be able to traded in for exchange, while letting HQ items be directly upgraded like they do with twine/dip. I can see the value in certificates allowing some flexibility in upgrading gear, but I find the whole system of exchanging multiple times pretty convoluted in general (even before this mishap).
