In the past few months I've had the issue of people leaving at the start of a duty when it's not the one they wanted. Typically if they don't get the main scenario they want or get an alliance raid that isn't a lvl 50 one. I think it's because they just want the roulettes rewards without having to do a harder instance. So we came up with a punishment that seems fair:
If you don't complete a duty (either because of leaving or disconnecting) it'll only give you that instance for that duty until completed or the daily reset. For example if they get Dun Scaith as their alliance duty and leave, if they cue for an alliance raid again it'll only put them in Dun Scaith, until completed or the daily reset happens.
We also debating about a three strike rule:
1 Leave: Instance locked until complete/daily reset
2 Leave: Lose roulette rewards for that duty (or possibly the next day)
3 Leave: Lose all roulette rewards for the day (or possibly the next day)
Basically if they want the Duty Roulette reward they have to do the instance they rolled.
