[Suggestion] Change Energy Drain for Scholars into a Cooldown skill

For years now Energy Drain for scholars has been a minor DPS skill that consumes Aetherflow charges, limiting its use to only when the scholar knows they won't need to use the charges for healing such as during their opener where they use both Aetherflow and Dissipation. While it can function as boosting scholar DPS a bit, it comes at the expense of those charges. As such, its design encourages scholars to NOT use Aetherflow charges on their healing skills in an attempt to get a minor amount more DPS for the scholar and is the only healer DPS skill that does this (all other healer DPS skills related to charges always use their own system). It also continues to hold a self healing function that, in all honesty, doesn't really make an impact on anything. In light of these things, I'd like to suggest a change for Energy Drain to fix the Aetherflow charge issue while also giving it a new function to replace the self healing function.

My suggestion is to make Energy Drain an ability with a one minute cooldown. It deals 150 damage in potency, giving it a slight buff in damage from what it does now in exchange for the fact that you can no longer potentially use it multiple times in a one minute time frame. In addition to this, remove the self healing function and instead make it that using Energy Drain gives the scholar a 30 second buff that increases the damage of the next Ruin II cast to be of equal strength to the scholar's main DPS spell at that time (for context, this would make Ruin II have a potency of 310 at level 100 but only for a single use).

Doing this allows Energy Drain to be more consistent in the extra damage it provides while also improving the use of Ruin II to make it more usable and giving scholar's a touch more mobility.
