Steps:
1. Open Stellar Mission interface, check mission rewards panel for dataset rewards (I, II, III)
2. Complete mission at any success level
3. Receive incorrect dataset reward (for example, a listed reward of II and III datasets rewards I and II datasets instead)
Dataset rewards are functionally random at this point in time, bearing no relation to those listed on the reward panel. Doing several missions that explicitly state they reward tier III dataset only to receive tier I and II makes progressing the tool upgrades difficult and frustrating.
