Trying this again.
I know, from another character, that certain changes happen to the Foundation zone if the player completes the quest "The Brume Lifts." The Brume starts to get reconstruction (the zone phases and there are wooden platforms that appear). As a reference, they are shown in the image below.
On this character (Blade Belisaire) I was able to see this phased change in an instance that takes place in the Foundation as part of the quest "The Mongrel and the Knight," even though I have not completed "The Brume Lifts" on this character.
I have screenshots to accompany this. This is from the cutscene that I saw in instance that took place in Foundation, although the phase change also appeared during the battle. Observe that in the background, there are some wooden planks. These are supposed to only appear for the player if they have completed "The Brume Lifts."
Here is another picture, taken afterwards, that is not from the instanced fight but is just standing around in regular Ishgard. It's a photo of the same spot. Notice that the wooden poles in the background aren't there anymore.

Steps:
1. Play on a character that has not completed the quest "The Brume Lifts"
2. Go to Foundation ( 11.2 , 13.0 ). Face west. Observe that the wooden platforms that appear after completing "The Brume Lifts" are not present.
3. Play through the level 70 Machinist quest until you get to the instanced solo duty.
4. Complete the first part of the solo duty.
5. Observe that in the second part of the solo duty, the addition of wooden platforms to the west appear despite having not completed "The Brume Lifts."
