Could it be that Elidibus is actually untempered?

So as we learned at the end of the current story patch, the Elidibus that we know now and the Elidibus who helped summon Zodiark are not the same person--the previous Elidibus sacrificed himself to become Zodiark's "heart" (just like Venat became the "heart" of Hydaelyn). The current Elidibus was likely appointed to fill the office after the previous one sacrificed himself.
Now if you talk to Unulkahai he often has little comments to make about Elidibus--in this particular patch, his dialogue notes that Elidibus has "always been concerned about balance," sometimes even to the point of being at odds with his fellow Ascians. But if all of the Ascians are tempered, how could it be that Elidibus would want balance more than Zodiark's supremacy? If he were tempered, wouldn't he move in agreement with the other Ascians?
If you speak to Emet-Selch during the ShB MSQ, he notes that though the Ascians prefer to work with the souls of those who took part in Zodiark's summoning, unrelated souls could also be raised to a Convocation office. Is it not possible that the current Elidibus is one such case? Even if he were not one of Zodiark's original summoners, he's unsundered, and he would still be an essential person in the Ascian effort even if he wasn't tempered.
So my conclusion: Elidibus is an advocate for balance between Zodiark and Hydaelyn because he isn't actually a "true follower" (that is, one of the original tempered summoners) of Zodiark. He's working with the other Ascians because he wants Zodiark to be revived, true, but not because he necessarily is compelled to do Zodiark's will--he wants Zodiark's revival to balance out Hydaelyn's power.

(tangential theory: there are actually two Elidibuses running about right now. One is on the First, possessing Ardbert's dead body and raising new Warriors of Light to harass the Scions. The other Elidibus--the one who is the "heart"--is on the Source with Zenos. They both have white Emissary robes!)
