I saw that in 7.01 there was a change to the scrip exchange vendor in Tuliyollal, no longer requiring reaching Solution 9. Unfortunately, to unlock the new scrip exchange items, Solution 9 is still a requirement.
This has been an arbitrary design decision of placing the crafting unlock in the smaller settlement. It was tolerable in the past if still unnecessary. However Solution 9 is assuming you are skipping everything is still hours and hours of game play to reach, I'd estimate around 5 to 10 hours. Radz-at-Han was at the very least only around an hour if you skipped.
What is the point of restricting players in this way? They are already in the expansion, why can they not get the new items? When I was going through the msq I was annoyed I had to save doing stuff like my custom deliveries and wachumeqimeqi deliveries until I reached Solution 9 because otherwise the scrips would be wasted on old items I do not need, or just overcapped. Its an arbitrary decision that was fine to ignore when it was not so deep into the msq, but in this implementation its just too much for a simple unlock.
I already finished msq, but I don't see why this implementation should stand for others coming into Dawntrail.
