Steps:
1. Change to gathering class in a city state like Eulmore and then leave/teleport to a new place such as Wright in Kholusia. When you zone in, Sneak will not be active as it won't activate in a city state...so it's not on when you go to a dangerous area to gather.
2. If you enter a City-State while on a gatherer with Sneak on, it gets turned off and doesn't turn back on automatically when you leave the City-State for a field zone. You either have to manually turn it back on or swap gatherer jobs in a field zone to turn it on automatically.
I know it seems more like an oversight than a bug, but hopefully it can be fixed/changed for QoL reasons. If Collector's Glove, Triangulate, and "Truth of ..." can all remember the activation status I don't see why Sneak shouldn't too.
