Smn "rework" Suggestion

I have no idea how to get Dev attention, but I thought I had a great idea.

In regard to SMN as it is now, I think it plays great. The ONLY problem with it is DoTs falling off during a rotation right as DWT comes off CD. I have a suggestion to solve all of the problems related to Dots, and spell speed being a dead stat on SMN.

Make the DWT/FBT cooldown reduced by spell speed similarly to how it is done on other jobs. The +/- 2 seconds provided by being able to reduce this cd solves the problem of DoTs falling off during a natural rotation as DWT comes back up. This change would also mean that a certain SpS would be melded or gear equipped to SMN and it could actually be used to build a diff play style (not necessarily meta)

Overall, I think this change would make Summoner feel considerably more fluid and even more of a joy to play. The job has always been about flow, and this solves the isse I think everyone has had struggle with.
