Dynamis DC's Duty Finder is pretty much dead, and people are using Party Finder to fill parties for normal raids and normal trials. Everyone goes to another Data Center for content, only making their characters there to get the Road to 90 EXP boost.
Unless you have an out of game friend who made a character there, the only reason why people go there is to kill Hunt Marks.
Shadow DC has the worst of both worlds, so to speak.
People are unable to make a character there, leaving it without the playerbase boost of people who don't know what World Travel is yet, and while on the NA Datacenter you just grin and bear it, you aren't able to access your Retainers or your Free Company's 2 buffs because you're on a world that isn't your Home World.
People literally only went to Shadow DC to kill Hunt Marks because Party Finder was better on both Chaos and Light DC, or to abuse the fact that there was practically no-one on the DC to cheese Mentor Roulette or Crystalline Conflict.
If Dynamis was first made as a Probationary Data Center to "see what happens", we'd still have only 3 NA Data Centers.
Shadow was dead on arrival because it doesn't have any of the reasons why a group of players would want to play for a prolonged period of time.
