Steps:
1. Be a SCH who hasn't yet completed the level 54 job quest and therefore hasn't yet acquired the Broil Mastery trait.
2. View the Ruin II tooltip (either in Actions & Traits or on a hotbar) and it lists the potency as 160.
3. View the Art of War tooltip (either in Actions & Traits or on a hotbar) and it lists the potency as 165.
4. View the Broil Mastery tooltip (either in Actions & Traits or in the quest rewards for "False Friends") and it says it will increase their potencies to 160 and 165 respectively. But they're already 160 and 165, so at least one of these tooltips is wrong.
