I think it's time. City states didn't have loading screens in 1.0, but we didn't have the hardware back then. Now with PS5 and PC, and soon next gen consoles, I think it's time.
This was one of the biggest offputting things for me when I first tried XIV. And I think it's still for some new players. They might think the whole world is like that.
