You will need to be level 15 to start the event. The quest chain starts at the Mih Khetto's Amphitheater in Old Gridania (10, 9). It's a series of 6 quests where you run around Gridania talking to NPCs and doing various small tasks. Optionally, you can read heartwarming letters sent to you from other story characters in-between each quest (or save them up for the very end).
If you're not the type of person to skip through things - running around, letting all the dialogue auto-play, talking to NPCs again outside of cutscenes, and reading all the letters took me just over an hour, about 65 minutes. Doing each quest will reward you with a stack of fireworks, and the final quest will reward you with the mount.
There are no FATEs, no event dungeons, and no currency to grind.
The housing furnishings, as well as additional fireworks (and the Stardust/Sunshine fireworks from previous years), can be purchased from the Starlight Celebrant NPC just to the side of the Amphitheater gate (11, 9). If you do not care about the mount and only want the housing items, you do not need to do the quests to be able to purchase from the vendor. The outdoor Snow-dusted Tree costs 3,000 gil, while the indoor Unmelting Ice Loft is 1,500 and the Unmelting Ice Partition is 2,500 for each.
