The rewards this year are the usual two zodiac-themed helmets and a housing decoration, with this year's zodiac animal being the ox, and you also get the usual event achievement.
Beginning at Upper Limsa Lominsa at 12, 14, the Ushi Bugyo will give you one quest 'Steering Clear of Trouble' which is roughly the same as last year's - to go out to Middle La Noscea and participate in a FATE 'The Mochi that Ate Vylbrand' at 24, 26. Kill the mochi mobs while dodging the attacks of the raging bull. This shouldn't take more than a few minutes, but the FATE can also have a rather long respawn time of 10 minutes. Finishing the FATE with bronze will get you 3 event tokens, while finishing with gold will get you 10 (not sure what silver is worth). Return to the NPC and you will get to choose one of the two hats for free, as well as get the event achievement.
There is a follow-up quest, 'Bully for Mochi', that gives 10 fireworks. You go around talking to NPCs while handing out mochi. It's purely for fun and nostalgia, you can skip this one - otherwise it takes about 15 minutes to talk to everyone if you don't skip through the dialogue.
The Ushi Shonen vendor (also at 12, 14 Upper Limsa) will sell both hats so that you can buy the other that you're missing, 5 event tokens each. They also sell the Handmade Akabeko indoor housing furnishing, which is a tiny statue of an ox pair, for 3 tokens. And as usual, they sell the zoni food item and fireworks. Note that both hats can be stored in the Armoire.
Honestly, you're not really missing out on much if you skip this event. The hats are fairly meh, so is the housing item, and to note, I do not think Viera or Hrothgar can visibly wear the helmet. But it's fast at least - when I did it, I happened to arrive at the FATE just as it was ending, and so I finished the first quest and got the achievement in only 5 minutes.
