Not sure if this has been posted yet. Due to the name of the item I'm assuming this meant to be an achievement for accomplishing a full overmeld. I was able to meld the relic without blacksmithing picked up at all with 100% completion chance. Seems like this is an oversight, defeating the purpose of the achievement.
