The (first of two) relic steps in 5.45 requires 15 memories. These ones can come from either Critical Engagement or from completing one of the Crystal Tower raids. I think you have to be the class you're doing the relic weapon for, don't quote me on that one.
For the Law's Order Armor:
it's 2-3 Gold Bozjan Coins per piece, ilvl 510. You can get 3 Gold coins for doing a weekly quest (available after you have cleared DR at least once) that requires 78k mettle to accept that asks you to do a DR normal clear. The quest also awards 12k mettle (at Resistance rank 10 at least, maybe more at higher?) for its completion. You also earn (In 24 man DR normal), Silver coins for each boss defeated. I got 20 on my run through. 100 Silver coins can be exchanged for 1 Gold coin. I do not have any info on what 48 man savage DR drops, but I would hazard that one probably drops gold coins proper.
