I am currently working on clearing different levequests for achievements and completionism's sake, and it frustrates me to no end that I have to pick the same leves over and over because the ones I HAVE NOT yet completed refuse to show up whenever the issuing NPC's list refreshes. I frequently have to waste 10+ leves just to get ONE specific leve to show up, which means I am constantly short on leve allowances.
I genuinely don't understand this design choice. It serves no purpose, aside from MAYBE slowing down people from burning through content - and even then this is 100 % luck-based, meaning someone who picks up 4 leves, completes them and go back to the npc to find 1 new leve they missed, clear that one and go back to the npc a second time will blaze through the content just as fast as someone who picks up ALL 5 of an npc's available leves and turn them in all at once.
I know this is a very niche complaint, but I do think this is an improvement that would help other completionists like me immensely.
