Properly weaving ogcd heals is more awkward than it should be.

Let's say you wish to ogcd heal a single target. In a <1 second window you need to perform 4 inputs. First targeting your ally, pressing the ogcd heal button, then targeting the monster, then using an offensive action. Especially for emergency healing on a non tank, especially on controller, this can turn into far too many inputs in a short time.

Keyboard players may have an easier time as the game allows you to skip 2 of these inputs with mouseover macros. So far I have found the optimal way to ogcd heal, for basically every job is to write the line /ac "ogcd heal" <mo> 15 times in a row and spam the macro button, capping the game at 60 fps for best results but I cannot imagine how one would even try to do this on controller and it also feels bad to intentionally run the game at a worse fps.

I don't personally consider the game's awkwardness around targetting allies to be enjoyable difficulty because what difficulty is there in something that can be more or less worked around with keyboard only macros. As for fixes. A fix that would help controller and keyboard players equally well would be if using a damage ability while targeting an ally automatically switched you to your previous non ally target. There are also fixes that would only help keyboard players (like making mouse over targeting work outside of macros).
