In 5.1, minimum ilvl requirements were added to leveling dungeons to prevent seriously undergeared players from dragging a run down. Unfortunately I've two recent experiences with players coming in to leveling dungeons seriously undergeared despite that. The first was a Scholar in The Great Gubal Library wearing shire/i255 left side gear (good) along with random ARR caster accessories that didn't provide any mind (why?). The second was also a Scholar, but in Bardam's Mettle. They were wearing a mix of i460 tomestone gear, Copied Factory drops, and low level ARR gear, including an ilvl 1 weapon.
The first one was a challenge to tank through, but doable. I honestly believe that surviving Bardam's with the second healer though was impossible. In both cases this was because the healer has their average ilvl boosted by pieces well above the dungeon level that got synced way down, while the pieces that were way below the needed ilvl didn't get boosted to compensate. If I were to calculate their average ilvl AFTER they were synced down, they came out to about 119 (1 level below the requirement for Gubal) and about 160 (90 levels below the minimum for Bardam's).
In both cases, if the ilvl requirement was based on the person's post-sync ilvl, the person wouldn't have been allowed to enter. As such, I think it would be better if ilvl requirements counted gear that gets synced down as being the level is gets synced to rather than its actual ilvl. This would ensure people are properly geared for the content they're doing. It would also have the side benefit of making it significantly less likely we'll see a return of Duty Roulette: Crystal Tower once the moogle tome event ends since they can no longer meet the minimum ilvl requirements by being naked with a high ilvl weapon.
