As someone said in another post, people forcing ARR raids to pop up is messing up with the whole purpose of roulettes. It has become a boring hell of a content and shoudn't be ignored.
Roulette's min iLv needs to be the iLv requirement of the highest raid you have available on your current job so that people can't force a ARR raid every time they queue.
Please devs, do something about it. Its an easy fix and will make a lot of people happy.
