Perfect Balance's tooltip is:
Perfect Balance
Grants 3 stacks of Perfect Balance, each stack allowing the execution of a weaponskill that requires a certain form, without being in that form.
Duration: 20s
Maximum Charges: 2
Can only be executed while in combat.
However, Perfect Balance also seems to have the same effect that Formless Fist / Form Shift does. To quote Form Shift's tooltip:
Grants Formless Fist, allowing the execution of a weaponskill that requires a certain form, without being in that form.
Duration: 30s
Any additional effects associated with the executed action will also be applied.
Perfect Balance also does this. By executing Perfect Balance and then Bootshine, the guaranteed crit on Bootshine from being in Opo-Opo form is applied, regardless of whether the player is in Opo-Opo form or not. This is the same effect as Form Shift.
The relevant text in Form Shift should be added to Perfect Balance's tooltip, for clarity.
To someone leveling or learning the class without third-party advice, it would appear that in order to use Elixir Field after Perfect Balance with the optimal damage, a different combination of moves should be used. (More specifically, True Strike -> Twin Snakes -> True Strike would do more damage than Bootshine -> Dragon Kick -> Bootshine if the current tooltip's text was accurate.)
This had me and my static arguing for an hour during maintenance after I noticed haha
