I—as a mentor, had been aiding a new adventurer in unlocking levequests in Limsa Lominsa. The new adventurer was unable to accept any leves from T'mokkri the levemete in The Drowned Wench. I suggested that they may need to complete the quest Leves of Swiftperch. The new adventurer had no quest to accept, neither had they already accepted the quest and forgotten. With enough troubleshooting and reading forums on Reddit, they deduced that in order to unlock levequests they must begin the quest in their origin city-state—which was Ul'Dah. They completed the quest Leves of Horizon and unlocked levequests.
I have a complaint that new players should be able to unlock levequests from any city-state as to avoid this oversight. Had that player I described not had the patience or ingenuity to solve their own problem, they would have understandably quit out of frustration. Whether this small oversight gets adjusted in a year or a decade, I'll be happy. Hope this is informative to all readers.
