I recently went back and started chopping through all the side quests I skipped when I first started my character a couple years back when they were giving out bonus exp. I was able to skip basically everything and just focus on the MSQ, and post MSQ.
Currently, I have zero side quests left to do outside of the Far East, and i'm slowly working through those, but looking at my NG+ log...I still don't have access to the Tales of the Dragonsong War section...what did I miss?
