1. Deliver on the expected changes (housing mirage/increased item limit)
2. Establish a firm FC limit - Grandfather what folks already got but going forward limit it the same way privates are limited)
3. Create a growing ward system - Once there no ward with housing available in a district; have the server create a new Player housing ward that is filled with multi-use housing - if this and #2 are implemented at the same time this will lead to housing normalization; people will leave old wards for "better plots" which will open up housing access and once housing hits the normalized level you will no longer see wards produced. The resources for the persistent wards in my testing are actually pretty meager - most of the problems are because SE hasn't been cleaning up garbage in the engine related to housing like code that is no longer relevant relating to systems that do not exist anymore following infrastructure upgrades that took place back in HW.
4. Provide more incentive for players to gather in housing zones - I've spent the last 10 months running a little test on JPN to do headcounts in housing district during JP prime time (I did it in JP because there is less venue activity there) - I think if we want "housing to be a part of the player experience" then we should encourage players to actually go there. Capital cities tend to and will still have people in them; but I would like to see more infrastructure/promotion of players in the housing area's such as access to high end turn ins for leves/custom deliveries - augmented rest generation and perhaps some sort of FC "simulation" room that maybe spawns a NPC to give players a chance to test mechanics (Think Bardins Mettle).
