As a tank main, I think the tanks are at a very balanced point, and I enjoy playing each of them for different reasons.
That said, I would love the mitigation and DPS kits for the tanks to have more synergy-- a great example would be how TBN gifts a free Flood/Edge when used well on DRK, or how popping Nascent Flash during IR on WAR can take a meaningful load off your healers.
I'd love a cartridge ability on GNB that mitigates, as long as I get that DPS back somehow if I use it well. The Oath Gauge on the PLD has a similar flow (autoattacks => gauge) but there's not the finesse and corresponding satisfaction of a well-timed TBN or Nascent Flash.
I love this direction. I wish that more of my mitigation decisions were based on how to pay off that CDs' usage, instead of just picking whichever 1-2 are up and won't be needed for a larger mechanic later. I especially like it because this won't punish people who aren't trying to push DPS on their tanks. It just rewards people who are. It solidifies a core loop in the role that makes you into a tank that's dealing damage more than you are an unusually sturdy DPS.
