It looks like Rank 1 has all the Fanfest even key items as well along with new furnishings.

I'm happy they took the Rain Hat off the list too. Nothing like camping for weeks for the weirdest NM in the game only to have them had the drop out like Pez six months later.

What was the minimum level to do this? I remember level 1 mules couldn't do it. Was it 5?

It looks like the level requirement is gone in favor of the 45 day requirement. It's too vague to really know though.
