I found it confusing that I seemed to be able to do quests in any city that are part of the "City Missions". But on reflection, I beleive this was done so everyone can help with battles for any city and gain a reward.
Below are the mission lists. The 2nd and 3rd Quests after the first "sign up" Quest can be completed by anyone. Doing the 2 Windy quests (Tigress Stirs and Tigress Strikes) nets you a Star globe; Sandy quests (Gifts of the Griffon and Claws of the Griffon) net a Deathstone and Angelstone; Bastok quests (Better Part of Valor and Fires of Disconent) give you 10,000 gil each.
So get a recomendation and do the first Quest/Mission for your city. Then you can do all of the 2nd and 3rd quests for any city

Walkthrough
- Report to either Crawlers' Nest (S), Garlaige Citadel (S), or The Eldieme Necropolis (S).
- Depending on where you report, your tasks will branch.
- Talk to Kalsu-Kalasu (L-8) Crawlers' Nest (S). You will be given a Green invitation card key item.
- Head to Windurst Waters (S) and talk to Miah Riyuh and join The Cobras.
- Complete the quests Snake on the Plains, The Tigress Stirs, and The Tigress Strikes.
- Return to a Cavernous Maw outside of Jeuno for a cutscene.
- Talk to - Randecque (I-6) Garlaige Citadel (S). You will be given a Red invitation card key item.
- Head to Southern San d'Oria (S) and talk to Mainchelite and join Knights of The Ram.
- Complete the quests Steamed Rams, Gifts of the Griffon, and Claws of The Griffon.
- Return to a Cavernous Maw outside of Jeuno for a cutscene.
- Talk to - Turbulent Storm (J-9) The Eldieme Necropolis (S). You will be given a Blue invitation card key item.
- Head to Bastok Markets (S) and talk to Adelbrecht(E-8) and join Republican Legion's Fourth Divison.
- Complete the quests The Fighting Fourth, Better Part of Valor, and Fires of Discontent.
- Return to a Cavernous Maw outside of Jeuno for a cutscene.
