Steps:
1. Cast Starry Sky Motif
1. Check tooltip for Starry Muse
2. "Can only be executed while a starry sky is painted on the Landscape Canvas." but the skill can only be executed while in combat and this is only mentioned in the Scenic Muse pre-ability and not the actual Muse abilty. "Can only be executed in combat and when a Landscape Motif is depicted on the Landscape Canvas."
For Striking Muse, it lists that it is not available in combat but Starry Muse does not. Seems like the tooltip got too long?
"Can only be executed while in combat and when a hammer is painted on the Weapon Canvas." - in Striking Muse
In my experience anything that can only be executed in combat does mention it at some point in the tooltip except Starry Muse.
