As we know combat macros are nearly always sub-optimal due to being unable to queue. This is intentional, for the reason that the developers don't wish for combat to become automated, which is fine.
My suggestion would be to add an extra Combat Macro tab, after Shared, to allow macros that can be queued but must contain only 1 ability or spell.
This prevents any automation of combat, but does allow things like Shirk macros, mouseover heal macros, target macros such as Salted Earth, macros containing informative text such as Raise or Living Dead and so on to be used without queuing issues or clunkiness. Basically just a QoL improvement.
Thoughts?
