I noticed that the Lvl 80 Gathering Points in Rak'tika, the ones with Skybuilders' White Ash Logs and resin, do not give me any Location Effects.
At first i thought it was just something special with that one node, since every other one has given me Extra Yield and attempts. But after is started gathering Items from the same nodes as my friend i noticed that he's getting plenty of effects even though he can't activate them because of his iLvl (he's 347 and i am 409), i have not even seen a single one after gathering over 300 Items.
I'm not sure if any other of the new nodes have this problem, the one in Rak'tika is the only one i've found so far.
