Now I know what you're thinking:
"Why would the Eorzean government orchestrate a horrendous attack that would kill thousands of their own citizens and weaken their disposition during their military conflict with Garlemald?"
I'll tell you why. It was all a ploy to give contracts to the paramilitary organization known as the Scions of the Seventh Dawn, and to line the pockets of those profiting from the military/magical industrial complex. Think about it. Why would the Garleans want to drop a moon onto the landscape and potentially irreversibly damage the planet in the process? It makes no sense. They were holding their own during the war and had no need to do something so dramatic and potentially devastating to their own cause, let alone Eorzea's.
The supposed theory is that the Garleans had no idea that Bahamut was inside of Dalamud, but even if they did, why would they escalate using a Primal when the whole point of the war was to curb Eorzeans from summoning Primals in the first place? Not to mention that when push comes to shove, Garlemald absolutely has the military might to wage (and likely win) a sustained campaign against Eorzea. The Eorzean government and military knew this, and knew they would have to turn to drastic measures to tip the scales into their favor.
But how does summoning Bahamut and killing their own people tip said scales? Well, to start, we have Nael van Darnus, the supposed architect of the dropping of Dalamud and unleashing of Bahamut over Mohr Dona. Then we have Louisoix, the supposed hero that was able to stop Bahamut from destroying Eorzea. However, doesn't something about this seem sketchy to you? Doesn't it seem a little too convenient? I'll tell you why: it's because Nael van Darnus and Louisoix are the same person. Louisoix was a crisis actor.
It sounds crazy until you consider the theory as a whole. It's the perfect way for the Eorzeans to simultaneously create a central villain for the entire nation to rally against, and give them a savior to hold up and elevate themselves. Furthermore, what if I told you that Louisoix/Nael van Darnus was the grandfather of Alphinaud and Alisae Leveilleur, the current heads of the Scions of the Seventh Dawn and the people who would benefit the most from an increased reliance on the Scions' status as a paramilitary organization that is able to operate outside of the normal boundaries that guide the government and military.
It seems like all of this loose gil is starting to add up.
