Limit Housing to help solve some potential issues?

I've been brainstorming this for quite some time, talking it through with various people in communities and friends alike and I feel this is something most I have talked to have agreed that, though it would change things for some people, it would be a high improvement when it comes to diversity, use & congestion of housing.

1. Having a limit per world server on Personal housing to one per account, per server.

This will make a few people hate me for this for sure as a suggestion but this would stop people from multi-plot owning for either void use, or 'selling' use which we see quite a lot.

This will also still allow people to have a personal home which they can use for friends and alts as need without having any issues.

Ofc, Alt characters can still use the house and are automatically added to the ownership roster for the house (allowing full housing control with the exception of selling the house, only the character which bought it can do that.)

2. Along with the previous, put a housing cooldown.

To explain, you should still be allowed to bid on other houses either for moving or upgrading from one to another, but once this is successful, put a cooldown on how long you can do this again as to not over-burden the market constantly (maybe a week).

When successful, put the items which were in the house either transferred over if it was in storage, or have it all go to a temp storage which will need to be picked up from a NPC (and if you don't pick it up ofc its lost eventually).

3. Having a limit per world server on FC Ownership to one per account.

Now this one is a tricky one but this would help stop people from mass making FCs to simply 'bid' for everything themselves; However, alt/other characters can JOIN other FCs they just simply cannot make one themselves.

This again would help stop the spam of fake/shell FCs just for this purpose by a large amount.

Apartments & House Rooms stay the same with one exception which follows for all locations:

4. Put a minimal item placement count into act.

This gives people a push to use the rooms / houses for its intended purpose of some sort instead of becoming shell houses only used for the sub-system alone.
Putting a requirement of placing 15 items for small, 30 for medium and 45 for large (with some sort of warning) would assist with stopping void-houses, which when void give the impression of either it's either a buy & not use / 'looking to sell' house / Sub-Only house.

Sub use isn't the issue, but the idea of the house is to use it after all so doing the bare minimal should be promoted/giving incentive.

TLDR: 1 FC per World Server; Alts can still join FCs just not make one, 1 Personal House per World Server, Minimal Items placed requirement with deadline.

This won't fix all the problems but it would highly mitigate the congestion and help put it into the hands of those who actually WANT to do something with the houses.

I don't feel like this will get seen much but I still wished to say my part on the matter.
If you have any ideas to add to this please reply.
These systems won't appeal to some who do use the houses properly on multi-alts and such but this would be one of the best ways to fix the issue.
