2. Equip Arcanaut Gear
3. Use Phantom Actions again, damage does not noticeably increase
Phantom Job actions in Occult Crescent are described to "scale potency with item level" and Special Attribute that can be found on Arcanaut gear pieces is described to "increase damage dealt by phantom actions". However it seems like the only thing that is affecting damage of phantom actions is the additional main stat that can be found on said gear. The damage increase corresponds to expected increase from additional main stat, and not at all beyond that. Special Attribute does not seem to affect damage at all.
Additionally, having items of average level 730 equipped does not seem to make any difference compared to having items of average 760. "Potency scales with item level" may refer to observed increase with main stat, as in most cases item with higher item level will have more main stat. However the requirement to enter the duty is 690 and item level synch is 700, which is a very narrow and low range obtainable at the very start of the expansion. Vast majority of players participating in Occult Crescent will find themselves in 720-760 item level range, and will always be synched down. Increasing their item level from 720 to 760 will make no difference on the damage they deal with Phantom Actions. So "Potency scales with item level" note is either not functioning as intended or is misleading.
